The Local Government Service Secretariat (LGSS) in fulfillment of its mandate of ensuring the effective and efficient day-to-day administration of the Metropolitan, Municipal and District Assemblies (MMDAs) and in accordance with the Local Government Service Act 2003, Act 656 .

 

Job Description

The Local Government Service Secretariat (LGSS) is seeking highly successful and result-oriented persons to fill the above position in the Local Government Service Secretariat.

 

Purpose of Job:
To provide technical and administrative leadership for the Human Resource Management of LGS.

 

Duties and Responsibilities:

  • Ensures effective and efficient administration of Human Resource Management in LGS
  • Ensures that institutional policies in respect of employment, personnel, wages and salaries are translated into good management practices
  • Organizes recruitment of competent personnel needed for the administration of the LGS and maintenance of good workplace interactions
  • Ensures the regular  update of the records of Local Government Service Staff
  • Manages service-wide promotions, transfers and general welfare of the staff including issues of compensation and benefits
  • Provides technical backstopping for interpreting HR Management policies and programs outlined in the various government legal instruments
  • Submits periodic reports on monitoring activities, projects and organisational issues related to Human Resource Management

 

Qualifications and Knowledge:

  • A Masters Degree preferably in Human Resource Development/Management from a recognized University
  • A member of a recognized Human Resource related professional association will be an added advantage
  • Fifteen (15) years working experience, five (5) of which must have been at the senior management level in the Public Service of Ghana
Skills-Mix and Competencies:
  • Knowledge of the Local Government Service HR agenda, direction and priorities
  • Ability to identify opportunities for improvement in HR policy and practices
  • Ability to design, develop and implement strategic HR plans and operations
  • Expert at developing indicators to measure and enhance staff, resources and programme performance
  • Knowledge and understanding of Public Service, financial, budgeting, controls and reporting
  • Team leadership and Communication skills
  • Capacity to support sector agencies, RCCs and MMDAs in the delivery of their Human Resources functions
  • Knowledge of conflict management and Organizational Development
  • Computer working knowledge
