The Local Government Service Secretariat (LGSS) in fulfillment of its mandate of ensuring the effective and efficient day-to-day administration of the Metropolitan, Municipal and District Assemblies (MMDAs) and in accordance with the Local Government Service Act 2003, Act 656 .
Job Description
The Local Government Service Secretariat (LGSS) is seeking highly successful and result-oriented persons to fill the above position in the Local Government Service Secretariat.
Purpose of Job:
To provide leadership and strategic direction for effective management of resources for the achievement of the objectives of the Local Government Service Secretariat.
Duties and Responsibilities:
- Provides guidelines to coordinate the LGSS strategic and annual business planning processes
- Manages the preparation and holding of LGSS quarterly General Meetings to present the Directorates progress of work against objectives, targets and timelines
- Oversees the effective and efficient management of the LGSS and corporate administrative systems i.e. personnel, stores, estate, transport, security, secretarial and records keeping, etc
- Manages and oversees the effective and efficient procurement, purchasing and contract management functions of the LGSS
- Ensures that the Office accommodation and premises are designed to accommodate the disabled members of society so as not to disadvantage their request for services and advice
Qualifications and Knowledge:
- A Masters Degree preferably in Public or Business Administration/Management from a recognized University or equivalent professional qualification
- Fifteen (15) years working experience, five (5) of which must have been at the Senior Management level in the Public Service of Ghana
- Must be computer literate
- Knowledge and understanding of administrative, financial, budgeting, controls and reporting
- Management and organizational development skills
- Knowledge of the Local Government environment particularly the regulatory environment
- Ability to identify opportunities for improvement in administrative policy and practices and to propose viable ways and means to act on them
- Oral and written communication, presentation, consultation and relationship building skills
- Team leadership, issues and people management and conflict resolution
- Expert at developing indicators to measure and enhance staff, resources and programme performance
- Capable of advising on risk management and appropriate contingencies
- Ability to design, develop and implement strategic plans and administrative operations
